Grants for Wheelchair Accessible Vehicles in Australia: Funding Options & How to Apply

1. Wheelchair Accessible Vehicle Subsidy Scheme (Victoria)

The Victorian Government offers the Wheelchair Accessible Vehicle (WAV) Subsidy Scheme to enhance the accessibility of taxi services across the state. This scheme subsidizes the purchase costs of WAVs, aligning them with the costs of conventional taxi vehicles. The primary goal is to expand and maintain accessible transport services in urban, regional, and rural Victoria.

  • Grant Amount: Subsidy amounts vary; applicants should consult the scheme’s guidelines for specific details.

  • Eligibility: Taxi operators providing unbooked (taxi) services outside the Melbourne Metropolitan area are eligible.

See here for more information.

2. Wheelchair Accessible Vehicle Modification Grant (Western Australia)

Administered by the Department of Transport, this grant provides up to $20,000 to assist with the costs of purchasing and installing wheelchair hoist and restraint systems in on-demand rank or hail (taxi) WAVs. The initiative aims to promote safe, accessible, and efficient transport services in Western Australia.

  • Grant Amount: Up to $20,000.

  • Eligibility: Taxi operators in the Perth metropolitan area. Regional operators may consider the Regional WAV Taxi Service Grant.

See here for more information.

3. Wheelchair Accessible Taxi Grant Scheme (Queensland)

This scheme provides funding to Queensland taxi licence holders or lessees to acquire new wheelchair accessible taxis. The objective is to enhance the availability of accessible taxi services throughout Queensland.

  • Grant Amount: 50% of the vehicle cost, up to a maximum of $55,000.

  • Eligibility: Queensland holders or lessees of a taxi service licence registered for Goods and Services Tax (GST).

See here for more information.

4. Regional Wheelchair Accessible Vehicle Taxi Service Grant Scheme (Western Australia)

This grant supports the establishment and enhancement of WAV taxi services in regional Western Australia. It offers funding for establishing new services, replacing existing vehicles, or modifying vehicles to transport passengers who must remain seated in a wheelchair.Transport WA

  • Grant Amount: Up to $80,000 for establishing new services; up to $60,000 for replacing or adding vehicles; up to $20,000 for vehicle modifications.

  • Eligibility: Regional taxi operators in Western Australia.

See here for more information.

5. National Disability Insurance Scheme (NDIS)

The NDIS provides funding for vehicle modifications necessary due to disability. While the purchase of a vehicle itself is considered a personal expense, the NDIS may cover the costs associated with modifying a vehicle to make it accessible. Eligibility and funding are determined based on individual plans and needs.

  • Grant Amount: Varies based on individual plans and needs.

  • Eligibility: Individuals with disabilities who are NDIS participants.

If you have NDIS funding and want to purchase a wheelchair accessible vehicle (WAV), follow these steps to determine eligibility and secure funding:

Contact your Service Coordinator

Contact your service coordinator and see if she can support you in this process and/or any of the steps below

Check your NDIS Plan

  • Review your NDIS plan to see if you have funding allocated under Assistive Technology or Capital Supports for vehicle modifications.
  • If you don’t have funding specifically for a WAV, you may need to request a plan review.

Get an Occupational Therapist (OT) Assessment

  • An OT assessment is required to justify why a WAV is necessary for your mobility and independence.
  • The OT will assess your needs and recommend suitable modifications or vehicle options.

Obtain Quotes

  • Get quotes for the vehicle and necessary modifications from NDIS-registered providers or reputable vehicle modification specialists.
  • Ensure quotes include details on how the vehicle will meet your functional needs.

Submit a Funding Request to the NDIS

If your current plan does not cover a WAV, submit a Change of Circumstances Request to request additional funding.

Include:

  • The OT report
  • Quotes for the vehicle and modifications
  • A justification letter explaining how a WAV will improve your independence and daily life

Consider Co-Funding Options

The NDIS may only cover the cost of modifications, not the base vehicle. You may need to fund the vehicle yourself or explore additional grants for wheelchair accessible vehicles (e.g., state-based mobility grants or charitable funding).

Work with a specialist provider

Engage a provider who specializes in NDIS-approved vehicle modifications to ensure compliance with Australian safety standards.

6. Charitable Organizations and Non-Profits

Various non-profit organizations and charities may offer grants or financial assistance for individuals requiring WAVs. It’s advisable to research local organizations or consult with disability support services to identify potential funding sources.

7. Alternative Funding Options:

In cases where traditional funding avenues are unavailable or insufficient, individuals have turned to community fundraising platforms like GoFundMe to raise funds for purchasing wheelchair accessible vehicles. For example, a mother in Toowoomba initiated a campaign to acquire a suitable vehicle for her son with severe disabilities after facing challenges with NDIS funding.
